F129 Canvasback Sink Box Decoy painted by Captain William E. “Bill” Collins Centreville, Maryland Born 1949 Born at Perry Point and raised in Perryville, Bill Collins began hunting and repairing decoys at an early age under the encouragement and tutelage of his older brother. Not long after graduating from high school, Madison Mitchell hired him for a job in his funeral home and then informed him that they would be working in the decoy shop between funeral duties. In 1981, Collins bought the Mitchell shop and opened it as Upper Chesapeake Bay Decoys. In 1987, Collins sold Mitchell’s lathe, machine tools, and fixtures to the Decoy Museum, and the shop was reconstructed on the Museum property
